CAP Reform & Cross Compliance

Under the Single Payment Scheme farmers are required to respect the various Statutory Management Requirements (SMRs) , on public, animal and plant health and on animal welfare. There is also a requirement to maintain land in Good Agricultural and Environmental Condition (GAEC). This is known as Cross-Compliance and it involves two key elements:
  • a requirement to maintain the farm in good agricultural and environmental condition (GAEC).  
Since 2007 cross compliance applies to the Disadvantaged Areas Scheme and from 2008 it applies to REPS 4 participants.The Nitrates SMR was introduced in Ireland in 2006. Farmer's compliance with these requirements can be checked through inspection visits. Failure to meet the requirements may result in payments being withheld, either partially or fully.
